Percent volume in volume is one way of expressing concentration and is defined as below:

The % v/v of any component is the number of cm³ of that component
contained in 100 cm³ of the total product.

Percent volume in volume is used to express the concentration of:

mobile (non-viscous) liquids dispersed or dissolved in a fluid preparation.For example liquids in liquids.

It is NOT used to express the concentration of viscous liquids - the volume of viscous liquids cannot be accurately measured; weight measurements are more accurate and the concentrations of viscous liquids are expressed as % w/v or % w/w.
